Although not a state, Washington D.C. has a flag and seal. The District of Columbia was founded on July 16, 1790, as part of the United States Constituion. The residents of the Washington D.C. do not have representation in the Congress. The U.S. Congress has ultimate authority over the District. The term "District of Columbia" is derived from an old poetic name for the United States, Columbia, which has fallen out of common use since the early 20th century. Washington  D.C. is surrounded by the states of Virginia (on its western side) and Maryland (on its southeast, northeast, and northwest sides); it interrupts those states' common border, which is the Potomac River's southern shore both upstream and downstream from the District. The Federal government accounts for 27% of the district's jobs. Major defense contractors are also major employers, as well as accounting and law firms. The city is governed by an elected mayor and 13 council members.
